City Council Meeting Tonight

The Central City Council will meet tonight, Tuesday, at 6PM at the Central School Board office on Joor Road.  The public is invited.  The agenda is below.

I. Preliminary Business

II. Unfinished Business

1) (Deferred to February 10, 2015) PUD-2-14 Planned Unit Development Preliminary Plan Cypress Lakes Estates. An ordinance to grant a Conditional Use Permit for the preliminary plan for the proposed Planned Unit Development: Cypress Lakes Estates consisting of 75 single family residential lots, located at the southwest corner of the Sullivan Road and Sparkle Road intersection on Tracts B-1, C, D, E-1 and E-2 and to provide for related matters. Applicant: Jonathan Starns. (By Councilman Evans)
Commission Action (November 20, 2014): A motion to recommend approval of PUD-2-14 was made by Mr. T. J. Johnson, seconded by Mr. Graydon Walker. Vote: 4 yeas (Messrs: Anderson, Burns, Johnson, Walker), 2 nays (Messrs: Matlock, Rauls), 1 absent (Messr: Sharafkhani) and the motion carried. Council Action (January 13, 2015): Public Comment: Jonathan Starns, Karen Kennedy, Janis Weber, Dan Weber, R. J. Saucier, Brooke Perot, Tony Bull. Council Member Vance moved to defer this item to the February 10, 2015 Council meeting. The motion was seconded by Council Member Messina. Vote: 3 yeas (Evans, Messina, and Vance), 2 nays (Ellis and Fralick), 0 absent. Motion passed.

III. New Business

1) Mayor’s report and presentations.

2) Report from James Salsbury, City of Central Chief of Police, concerning law enforcement within the City of Central.

3) Report from David Ratcliff, IBTS Program Manager, concerning services through December, 2014 provided to the City of Central.

4) Introduction of the following item(s) (with public hearing to be held at the February 10, 2015 council meeting): None.

5) Public Hearing and action regarding the following instrument(s):

a) An ordinance to amend the 2014-2015 Fiscal Year Budget to appropriate funds for the receipt of a donation of a used police truck, vehicle insurance, and donated services related to expenditures of used police truck for the Police Department and to provide for related matters. (By Councilman Vance) Budget Committee Action (January 21, 2015): The Budget Committee voted unanimously to make recommendation to the City Council for approval of the ordinance. It was also suggested that prior request and approval be obtained before accepting any future donated vehicles.

b) An ordinance to amend the 2014-2015 Fiscal Year Budget to appropriate additional funds for repairs and maintenance in the Police Department and to provide for related matters. (By Councilman Vance) Budget Committee Action (January 21, 2015): The Budget Committee voted unanimously to make recommendation to the City Council for approval of the ordinance. It was also suggested that there will be no additional increase for the remainder of this fiscal year.

c) An ordinance to amend the 2014-2015 Fiscal Year Budget to appropriate funds for uniforms and general supplies & office expense and to account for a reduction in small equipment for the Police Department and to provide for related matters. (By Councilman Vance) Budget Committee Action (January 21, 2015): The Budget Committee voted unanimously to make recommendation to the City Council for approval of the ordinance with the following revisions: 1. Add additional $100.00 to Section 1; and 2. Add additional $100.00 to Section 3.

d) An ordinance to amend the Development Code of the City of Central Chapter 13 relative to roadway testing and inspection standards and related matters for residential and commercial subdivisions, and to provide for the modification and/or deletion of other relevant sections in connection therewith. (By Councilman Ellis) Commission Action (December 18, 2014): A motion to recommend approval was made by Mr. Bijan Sharafkhani, seconded by Mr. T. J. Johnson. Vote: 7 yeas (Messrs: Anderson, Burns, Johnson, Matlock, Rauls, Sharafkhani, Walker), 0 nays, and the motion carried.

IV. Zoning Cases

1) Introduction of the following item(s) (with public hearing to be held at the February 10, 2015 council meeting): None.

2) Discussion and action regarding the following case(s): a) RZ-08-14 Rezoning from R-2 (Single Family Residential Two) to RA (Rural/Agricultural). An ordinance to rezone from R-2 (Single Family Residential Two) to RA (Rural/Agricultural) for the installation of a manufactured home, property located at 8616 Sullivan Road and to provide for related matters. Applicant: Charles N. Madere, Jr. (By Councilman Messina) Commission Action (December 18, 2014): A motion to recommend approval of RZ-08-14 with Staff’s recommendations was made by Mr. Harry Rauls, seconded by Mr. David Matlock. Vote: 7 yeas (Messrs: Anderson, Burns, Johnson, Matlock, Rauls, Sharafkhani, Walker), 0 nays, and the motion carried.

VI.Other Business 

1) Public Comment * Restricted to items not on the agenda. A Public Comment Request to Speak Card must be turned in to the City Clerk prior to the start of the meeting in order to be considered. Public comment is limited to 10 speakers with three minutes each.
