Agenda for Tonight’s City Council Meeting

AGENDA

The rules for conducting such public hearings are as follows: In view of the many items appearing on the agenda, each Council Member will be allowed a maximum of five (5) minutes to express his or her views on any one subject without interruption from the other members upon initial consideration and five (5) minutes for rebuttal. No Council Member will speak until recognized by the chair. In compliance with La. R.S. 42:14(D), members of the public will be allowed to speak for up to three (3) minutes on any item included on the agenda on which the Council proposes to take action. A member of the public who wishes to speak on an agenda item on which the Council proposes to take action shall print his or her name and address on the register at the podium prior to addressing the Council. No member of the public shall address the Council until recognized by the chair. Each member of the public who addresses the Council shall state his or her name and address for the record prior to making any comment. In lieu of speaking on an agenda item on which the Council proposes to take action, a member of the public may complete and submit a card evidencing whether he or she is a proponent (in favor) of the agenda item or an opponent of (against) the agenda item. The card to be completed and submitted will be made available prior to the meeting. A member of the public who wishes to submit such a card shall print his or her name and address on the card, indicate whether he is a proponent (in favor) of the agenda item or an opponent of (against) the agenda item, and submit the card to the City Clerk prior to the commencement of the meeting. After the time for public comment has been closed, the city clerk shall read aloud and into the minutes of the meeting all such cards, including the name and address of the person submitting the card and whether the person is a proponent or opponent of the proposed action.

enforcement within the City of Central.
4) Report from David Ratcliff, IBTS Program Manager, concerning services through
September, 2014 provided to the City of Central, and Pam Lightfoot concerning the CRS
Presentation.
5) Introduction of the following item(s) (with public hearing to be held at the November 11,
2014 council meeting):
a) An ordinance to provide for official storage locations for the Central
Police Department and to provide for all related matters. (By
Councilman Evans)
b) An ordinance to provide for an approved law enforcement rotation list
for wrecker and tow service for the Central Police Department and to
provide for all related matters. (By Councilman Evans)
6) Public Hearing and action regarding the following instrument(s):
a) A resolution to adopt the 2013-2014 Louisiana Compliance

2014 council meeting):

2) Discussion and action regarding the following case(s):
a) RZ-4-14 Ordinance to Rezone from Rural to R-1 (Single-Family
Residence District One) Revised Site Plan. To rezone from Rural to
R-1 (Single –Family Residence District One) property in Section 1, T6S,
R1E, GLD for a single family residential subdivision. This property is
located at the west end of Tallowwood Avenue on Tract 2A and 2B of
the former J.J. Gurney Tract. The applicant is proposing to revise the
layout for a single family residential subdivision of 9 lots consistent with
the R-1 Zoning District. Applicant: Thomas Barber. (By Councilman
Messina)
Commission Action (September 25, 2014): A motion to approve RZ-4-
14 Revised Site Plan was made by Mr. Bijan Sharafhkani, seconded by
Mr. Graydon Walker. Vote: 7 yeas (Messrs: Anderson, Burns, Johnson,
Matlock, Rauls, Sharafkhani, Walker), 0 nays, and the motion carried.
b) RZ-5-14 Ordinance to Rezone from Rural/Agriculture to B-2
(Neighborhood Business Two) with a Conditional Use Permit.
18235 Magnolia Bridge Road, which is on the South side of Magnolia
Bridge Road west of the Greenwell Springs Road intersection, on Lot G
of the former Kennard Lawrence Tract in Section 66, T6S, R2E, GLD.
Central City Council Agenda Tuesday, October 28, 2014
The applicant is requesting to rezone from R/A (Rural/Agriculture) to B-2 (Neighborhood Business Two) with a Conditional Use Permit for animal kennel. Applicant: Shauna Nicosia (By Councilman Messina)
Commission Action (September 25, 2014): A motion to approve RZ-5-14 with Staff’s recommendations was made by Mr. Bijan Sharafhkani, seconded by Mr. T.J. Johnson. Vote: 7 yeas (Messrs: Anderson, Burns, Johnson, Matlock, Rauls, Sharafkhani, Walker), 0 nays, and the motion carried.
V. Construction Board of Appeals Cases
1) Introduction of the following item(s) (with public hearing to be held at the November 11, 2014 council meeting):
a) CBOA-12-14 Waiver of design standards for nonresidential structures within the corridor overlay district for construction of Pat’s Home Center of Central. Applicant: Darrin Vince (By Councilman Messina)
Board Action (October 15, 2014): Mr. Firmin recommended that the accessory building needs to have blocks the same 8’ height as the main building for maintenance issues. The applicant said he could make that change to the building to make the accessory building match the front building. Mr. Firmin also recommended that the lumber shed also have the 8’ high block to match the other buildings. The applicant said he would do the blocks.
Mike Stein moved that the Board recommend that the City Council grant the variance to allow the metal panels above the split face concrete blocks on all buildings consistent with the configuration of the primary building and the plans be modified accordingly. The rear structures (the accessory building and lumber shed) shall match the front structures. Charlie Wroten seconded the motion with the stipulations. Vote: 5 yeas (Eller, Firmin, Simoneaux, Stein, and Wroten), 1 nay (Ragland), 1 absent (Stevens), and the motion passed.
