From EBRSO & Central Substation
State Police believe that Russell Vaughan of Northwoods subdivision in Central was the man that carried a BB Gun into the State Capitol on June 19th, but it was the quick action of the Sheriff’s Officers out of the Central Substation that resulted in Vaughan’s arrest.  Since 2009 Central’s Sheriiff’s Officers had responded to complaints at Vaughn's address on nineteen separate occasions.
Upon arriving at Vaughan’s home on June 20th three neighbors explained that this was an ongoing problem and that they could not take being cursed and threatened any more.  They stated that Vaughn had been outside yelling and that he threatened to fight one neighbor.  With this as probable cause, Vaughn was taken into custody.  The State Police identified Vaughn as the suspect in the State Capitol incident based on details in the EBRSO arrest report.
