P&Z Approves Mixed-Use Development on Sullivan by 4-2 Vote

    At its April 23, 2015 meeting, the Central Planning & Zoning Commission approved a nearly 700-unit traditional neighborhood development on Sullivan Rd across from Walmart.   The vote was 4-2 with members Paul Burns, David Matlock, Harry Rauls, and Graydon Walker voting for, and members T.J. Johnson and Morris Anderson voting against.  Member Bijan Sharafkhani was absent.  
    The applicant, Robert Daigle of Lafayette-based Shoe Creek, LLC requested preliminary plan approval for a mixed use traditional neighborhood development consisting of 447 single family, detached, and attached units, 250 multi-family apartment units with 100,000 square feet of commercial space.  The development will also tie into Morgan Place subdivision through the Sagebrush Ave connection.  The city’s Master Plan and Transportation Plan calls for Wax Rd to be extended from Central Square across Shoe Creek through this development’s property and eventually tie into to Hooper Rd to give an alternative to Sullivan Rd.  However, Daigle would not agree at the meeting to constructing the planned Wax Rd through his development, which caused concern among the P&Z members.  The number of apartments also generated concerns. 
    The vote to approve was conditioned upon the developer working out an acceptable construction plan for the Wax Rd extension as well as not allowing construction traffic to use Sagebrush Ave during development.    The matter goes to the city council for consideration on May 26.  A final development plan will have to be approved later by the Zoning Commission and City Council as well.
