Morgan Point Development Denied

    In an unusual occurrence, the Central City Council overturned a unanimous recommendation of the Planning and Zoning Commission.  The P&Z commission had agreed to the concept plan presented to build a subdivision adjoining Morgan Place and forwarded the case to the City Council for fi nal Zoning approval.  Seeing that the concept plan was not clear and that there were issues which the developer and the P&Z commission seemed to be interpreting differently, Council Member Moak moved to send the case back to P&Z to work with the developer to refine the concept plan.  The motion failed for lack of a second.  Council Member DeJohn then suggested amendments to the plan so that the project could move forward.  That motion also failed for lack of a second.
    The final motion was to deny approval of the concept plan.  The motion passed unanimously.  With a denial from the City Council, the project is prohibited from being brought back for approval for a period of one year.  Council Members Moak and DeJohn each expressed that they were unable to approve the project as presented, but each explained that their amendments were intended to allow the project to be pursued until agreements could be reached that met the requirements of the City and the Mordeveloper.
