Central City Council Meeting Tonight

The Central City Council will meet tonight, January 10, at 6:00 p.m. in the Central High School auditorium.  The meeting is open to the public.  The agenda is below.

a) An ordinance amending Section 1.501 of the City of Central Code of Ordinances correcting and clarifying the terms of Planning Commissioners and providing for appointment of their successors. (By Council Member Messina and Council Member Vance)
4) Public Hearing and action regarding the following instrument(s):
a) Mayor appointment to the Planning & Zoning Commission.

2) Discussion and action regarding the following case(s):
a) CUP-2-16 – 18333 Magnolia Bridge Road. To grant a six month extension of a Conditional Use Permit for the operation of a Veterinary Clinic,18333 Magnolia Bridge Road. (By Council Member Evans)
b) PUD-1-16 The Lakes at Woodland Grove: PUD Preliminary Development Plan (sent back to Zoning Commission by Council). An ordinance to rezone and grant a Conditional Use Permit and Preliminary Plan approval for a Planned Unit Development consisting of 175 single family residential lots and an office park located on approximately 172.2 acres on the north side of Wax Road between the Sullivan Road and Old Wax Road intersections (The Lakes at Woodland Grove). Applicant: Blake Seguin (By Council Member Ellis) Commission Action (July 28, 2016): A motion to approve PUD-1-16 with the Staff’s comments with the exceptions of conditions a, b, and d as listed was made by Mr. Moak, seconded by Mr. Johnson. Vote: 5 yeas (Messrs: Johnson, Moak, Chollette, Walker, Matlock), 2 nays (Messrs: Sharafkhani, Burns), 0 absent and the motion carried. Council Action (September 13, 2016): Council Member Ellis moved to continue this item to the 1st council meeting in October. The motion was seconded by Council Member Evans. Council Member Vance made a substitute motion to continue this item to the December 13, 2016 council meeting. The motion was seconded by Council Member Messina. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, Vance), 0 nays, 0 absent. Motion passed. Council Action (December 13, 2016): Council Member Ellis moved to approve this ordinance. The motion was seconded by Council Member Evans. Public comment: Blake Seguin, applicant, David Richard, Jacob Kammers, Floyd Gomez, Mike Mannino, Carl Ginn, Chad Craven, Renee Story, Steve Paddy, Todd Legier, Dave Freneaux, Ray Ashford, James Palmer, Amy Dykes, Beau Roberts. Council Member Vance made a substitute motion to defer this item to the January 10, 2017 Council meeting. The motion was seconded by Council Member Fralick. Public comment: Ray Ashford, Renee Story, Floyd Gomez, Blake Seguin, Jeff Sigma, Mike Mannino, Dave Freneaux, Jacob Kammers. Vote: 4 yeas (Ellis, Evans, Messina, Vance), 1 nay (Fralick), 0 absent. Motion passed.
c) RZ-3-16 Lot 43 Crystal Place Subdivision. An ordinance granting a rezoning of an approximately 6.5 acre parcel from R/A to R-3 to construct six townhomes. (By Council Member Fralick) Commission Action (November 17, 2016): A motion to approve RZ-3-16 was made by Mr. Aaron Moak, seconded by Mr. Bijan Sharafkhani. Vote: 4 yeas (Messrs: Burns, Chollette, Moak, Sharafkhani), 2 nays (Johnson, Matlock), 1 absent (Walker), and the motion carried.

V. Other Business
1) Public Comment * Restricted to items not on the agenda. A Public Comment Request to Speak Card must be turned in to the City Clerk prior to the start of the meeting in order to be considered. Public comment is limited to 10 speakers with three minutes each.
