City Council Meeting Tonight

The Central City Council will meet tonight at 6 p.m. at the Central School System office on Joor Road.  The public is invited to attend.  The agenda is below.

2) Introduction of the following item(s) (with public hearing to be held at the May 26, 2015 council meeting):

a) An ordinance to amend and reenact Appendix G, Part 1, Section 107, of the Code of Ordinances of the City of Central to provide for variances relative to Design Standards in Overlay Districts and to provide for all related matters. (By Council Member Fralick) Commission Action (April 23, 2015): A motion to approve the proposed ordinance was made by Mr. T. J. Johnson, seconded by Mr. David Matlock. Vote: 6 yeas (Messrs: Anderson, Burns, Johnson, Matlock, Rauls, Walker), 0 nays, 1 absent (Mr. Sharafkhani) and the motion carried.

3) Public Hearing and action regarding the following instrument(s):

a) An ordinance to amend the 2014-2015 Fiscal Year Budget to appropriate funds for additional surveying work for the Beaver Bayou Floodplain Study. (By Council Member Ellis) Budget Committee Action (May 6, 2015): Council Member Messina moved to make recommendation to the City Council for approval of this ordinance. Vote: 3 yeas (Messina, Evans, and Skelton), 0 nays, 2 absent (Newman and Martel). Motion passed.

IV. Zoning Cases

1) Introduction of the following item(s) (with public hearing to be held at the May 26, 2015 council meeting):

a) SS-5-15 Subdivision of Lot A-1 of Central Acres. An ordinance to grant a waiver of Section 7:4.4A(4)(a) of the Development Code or Ordinance No. 2009-08 requiring connection to the public sewer for the three subdivided lots of Lot A-1 of Central Acres located on the west side of Sullivan Road between the Gurney Road and Joor Road intersections in Section 31, T5S, R2E, GLD, EBR, LA for single family residential use and to provide for related matters. Applicant: Stephen Lacour (By Council Member Fralick) Commission Action (April 23, 2015): A motion to approve SS-5-15 was made by Mr. Graydon Walker, seconded by Mr. David Matlock. Vote: 6 yeas (Messrs: Anderson, Burns, Johnson, Matlock, Rauls, Walker), 0 nays, 1 absent (Messr: Sharafkhani) and the motion carried.

b) TND-1-15 The Settlement on Shoe Creek Preliminary Plan. An ordinance to grant a Conditional Use Permit and Preliminary Plan approval for a Traditional Neighborhood Development located on the west side of Sullivan Road south of the Wax Road intersection near the Brent Avenue intersection (The Settlement on Shoe Creek). Applicant: Shoe Creek, LLC, Robert Daigle (By Council Member Fralick)Commission Action (April 23, 2015): A motion to approve TND-1-15 was made by Mr. Harry Rauls, seconded by Mr. David Matlock with the following stipulations: 1. The developer shall work with the City of Central on an acceptable solution for connectivity of Wax Road to Hooper Road. 2. Sagebrush Drive shall not be used during construction. Vote: 4 yeas (Messrs: Matlock, Rauls, Walker, Burns), 2 nays (Messrs: Anderson, Johnson), 1 absent (Mr. Sharafkhani) and the motion carried.

V. Construction Board of Appeals Cases

1) Discussion and action regarding the following case(s):

a) CBOA-09-15 Waiver of design standards for nonresidential structures within the corridor overlay district for construction of a freestanding Fellowship Hall at Grace Church, 13845 Hooper Road, Central, LA. Applicant: Glenn Murphy (By Council Member Messina) Construction Board of Appeals Action (April 15, 2015): Buddy Ragland moved to make recommendation to the City Council to allow the deviation from the design guidelines such that the front of the building conforms to the design requirement guidelines and a variance for a chain wall, concrete block, and metal panel sides be allowed on the remaining three sides. This variance is based on the fact that it allows for campus continuity for a design of the building. If variance is approved by Council, owner must have a Hold Harmless and Indemnity Agreement signed by the owner and recorded with the East Baton Rouge Parish Clerk of Count before permit can be issued. The motion was seconded by Pete Firmin. Vote: 6 yeas (Eller, Firmin, Ragland, Simoneaux, Stevens, and Wroten), 0 nays, 1 absent (Stein). Motion passed.
