Proposed Capital Improvement Projects for 2015
From the City of Central
1) Denham Rd at Hubbs Rd intersection improvements
This project will consist of intersection improvements and access management improvements to reduce a high volume of accidents at this intersection. The project consists of constructing a barrier curb at the northeast corner by the Chevron station to prevent motorists leaving the Chevron station from driving across the middle of the intersection. A full access driveway will be provided onto Denham Rd as well as a second full access driveway onto Hubbs Rd. Additionally, a concrete island will be installed in the northbound lane of Hubbs Rd at the intersection to guide vehicles turning north onto Hubbs Rd from Denham Rd.

2) Frenchtown Rd improvements (Greenwell Springs Rd to Central Thruway)
This project will consist of both drainage and roadway improvements along this section of Frenchtown Rd. Construction will include the enclosure of roadside ditches with nearly 3500 linear feet of 18” storm drain culverts and nearly 1200 linear feet of 24” storm drain culverts and nearly 50 storm water catch basins. The roadway will also be reconstructed with an asphalt overlay and widened nearly one foot on each side to provide 10 foot travel lanes in each direction. Centerline rumble strips and thermoplastic reflective striping are also planned in the final stage. All work will be done within the existing right of way. Traffic calming initiatives will also be considered upon completion to convert this section of roadway into a more residential/neighborhood friendly roadway and discourage cut-through traffic between the Central Thruway and Greenwell Springs Rd. Traffic volumes along this stretch have decreased nearly 60% since the opening of the Central Thruway.

Source of Funds: Half-Cent Roadway Tax Funds dedicated to new construction
3) Drainage Improvements at the Frenchtown Rd/Planchet Rd intersection
This project will consist of the enclosure of roadside ditches on the east side of Frenchtown Rd as well as the north and south sides of Planchet Rd at this intersection. The sides of these roadways are eroding very close to the edges of the roadway, and the enclosure of the ditches with storm drain culverts will result in a roadside shoulder at this intersection. Additional pavement will be provided to make for a more corrective turning radius for larger vehicles. Work will be done within the existing right-of-way and to avoid a major AT&T junction box near the corner.

Source of Funds: State Capital Outlay Funds earmarked for this project as well as Drainage Funds from the ESDLRIMF dedicated funds in our budget.
