Council Defers Floodplain Study: Potential $300,000 Benefit to Citizens Placed on Hold

    In a 3-2 vote Tuesday evening Council Members Messina, Washington and LoBue deferred funding of a $35,000 study of the Beaver Bayou watershed.  The study is intended to provide flood mapping for an area of Central that FEMA has never formally mapped and could save as many as 1,600 Central homeowners an estimated $300,000 or more per year on flood insurance premiums.  The ordinance was offered by Council 
Member Moak and was supported by Council Member DeJohn.
    On June 4th, over three months ago, Central resident Kathi Cowen offered to meet with each Council Member to explain how this process could benefit the people of Central and to request that they approve funding for the 
study.  Council Member Moak immediately began pursuing the issue, with DeJohn, who is working on sewerage infrastructure project for the City, deferring to Moak's efforts.  Council Members Messina, LoBue and Washington 
voted to delay funding the study to give themselves an additional two weeks to study the issue, which they had been aware of for three months.  The actual ordinance being considered was introduced at the August 14th Council meeting and the written ordinance was included in each Council Member's information packet at that time.
