Request for Proposals for Central’s Master Plan

REQUEST FOR PROPOSALS

CITY OF CENTRAL, LA

LOCATED IN EAST BATON ROUGE PARISH

The city of Central, LA is seeking qualified planning consultants to submit a proposal to provide professional services to complete the city’s Master Plan and provide implementation tools.  Areas to be considered include an integrated floodplain management plan with a Land Use Plan/Development Code; a Development Code Pattern Book/Design Guidelines to help streamline the development review process and permitting; City Center Implementation strategies and detailed planning of our City Center corridor; and Community Outreach/Education and Development Code Implementation Training.

            The city adopted a Master Land Use Plan in September 2010.  The four areas listed above now need to be implemented in order to complete our Master Plan. 

            This project will be funded using Community Development Block Grant – Disaster Recovery Funds.  The procedures for the selection of this consultant will be in accordance with the procurement requirements of the Disaster Recovery CDBG Program. The city of Central will award the contract to the respondent obtaining the highest score in the evaluation process. The city reserves the right to interview all respondents prior to making a final decision as part of the evaluation process.

            Interested parties are invited to obtain a proposal package from David Barrow at Central City Hall, 13421 Hooper Rd, Ste 9, Central, LA 70818 or by calling 225-261-5255.  The proposal package can also be downloaded on the city’s website at www.centralgov.com.  The response to this proposal must be hand-delivered or mailed to  the above named person at the address above in such a manner that it is received no later than 11:00 CST on March 18, 2011.
