In 1947, the citizens of East Baton Rouge Parish voted to put a single government in charge of both the city of Baton Rouge and the parish of East Baton Rouge. In 1982, EBR citizens voted to create the Metropolitan Council, a combination of the city and parish councils, which has since been the single governing body of both Baton Rouge and East Baton Rouge Parish.
